Well, most people don't really care about the "Web" or "web". When the words become common, we dropped the proper case usage, e.g. "LASER" is what it should be spelt, but nowadays, "laser" is widely used.

I don't think there's a need to distinguish "Web" and "web" when translating.

You missed the point about shift of meaning. Whereas "World Wide Web" was once seen as a technology, it is now seen literally as the world-wide web.

這讓我想起,我高中的最後一位英文老師說,「e-mail」的寫法會慢慢變成「email」--也就是連字號消失--現在也確實已經找得到這樣寫的了;而且,把「plug-in」寫成「plugin」的也不少

我想這樣來陳述樓主的問題好了
如果今天談的不是 World Wide Web/world-wide web,而是 word/Word
你還是會認為他是一樣的東西嗎?
一個是文字、一個則是微軟的版權軟體,我想你也會同意他們是天差地遠的

world-wide web 指的是一個廣佈全球的網路,而World Wide Web 則是 "the" World Wide Web
世界上可以有很多個world-wide web,但是只可能有一個World Wide Web
你之所以會覺得兩者相等,大概是因為你沒有接觸過任何world-wide web
我舉個例子好了,一個全球的衛星網路,沒有和其他的網路相連接
它可能可以算是一個world-wide web
但是假設他自稱是World Wide Web,W3C協會是可以控告它的

It depends on the context.

Some people use "Word" when they use use "word" instead, and vice versa. Not everybody pays that much attention to the spellings.
