That's the common practise used in eBay for buying new (unused) copy of Windows (OEM version). You buy Windows CD (OEM) and comes with a small piece of hardware in order to keep the transaction legitimate.
If there are different wordings in Chinese or laws in Taiwan (which is possible), you then need to confirm what is written in Chinese.
