This CNET article is quite wrong.
It says that Apple doesn't sell standalone versions of the OS.
I interpret "standalone" as a "full" version (i.e. "not an upgrade").
Of course, if "standalone" is meant to be "can be installed on any hardware", then the statement is correct.

I highly doubt this. Some of PearPC users and illegal Mac OS X users might happened to have an iPod, I highly doubt it is the way you described... they went to buy an iPod to get an Apple logo sticker.
Having an Apple sticker on a PC box does
not make that an “Apple labelled” computer.
